State Only Enrollment for NT19 Members Reminder

Verifying Member Eligibility, Submission or Referral for State Only Episodes for Non-Title  Members for Arizona Complete Health-Complete Care Plan and Care1st (collectively AzCH)

This communication is directed to behavioral health providers.

It is expected that behavioral health providers have processes in place to comply with AHCCCS Medical Policy Manual Policy 650 and A.R.S. §36-3408 for the provision of assistance to individuals requiring behavioral health services who are not currently Title XIX/XXI eligible/enrolled.

Please note that after 10/1/24 AzCH will oversee all processes noted below, related to Non-Title services and State Only Enrollments (SOEs) for both Southern and Northern providers.

Eligibility status is essential for knowing the types of services a person may be able to access. Determining current eligibility and enrollment status is one of the first things to be completed upon receiving a request for services. For persons who are not Title XIX/XXI eligible, a financial screening and eligibility application must be completed to determine eligibility. Verification of an individual’s identification and citizenship/lawful presence in the United States is completed through the AHCCCS Health-e-Arizona PLUS (HEAPlus) application process. Behavioral health providers are required to assist individuals in completing this screening and verification processes. If a provider is unable to assist, the provider is responsible to ensure member is referred to a provider who can assist.

Providers are required to screen all Non-Title XIX/XXI persons using the Health-e Arizona PLUS (HEAPlus) online application at the following times:

  • Upon initial request for services;
  •  At least annually, if still receiving behavioral health services, and
  •  When significant changes occur in the individual’s financial status.

A screening is not required at the time an emergency service is delivered but must be initiated within 5 days of the emergency service if the person seeks or is referred for ongoing services.

Should a member need to access services through SOE, also known as Non-Title, NTXIX/XXI, N19, NT, the provider is responsible for initiating that enrollment or referring to a provider who is able to initiate that enrollment. The SOE Process enrolls non-Medicaid eligible individuals receiving State Only (SO) eligible Behavioral Health (BH) services with the contracted Regional Behavioral Health Authority (RBHA) in their home’s Geographical Service Area (GSA) to deliver required information to AHCCCS.

The enrollment process is initiated by providers submitting required enrollment data to the RBHA on a SOE Input File. Providers are expected to initiate or refer for a SOE as soon as a need is identified (such as when a member loses Title XIX/XXI eligibility or doesn’t qualify). It is important this process be followed to ensure no disruption to services.
