Substance Abuse Block Grant (SABG) Services in Northern Arizona Services are Coordinated through Care1st Health Plan Arizona which is the Northern Regional Behavioral Health Authority (RBHA)
If you live in Apache, Coconino, Mohave, Navajo, or Yavapai county and are experiencing a Substance Use Disorder (SUD) or Opioid Use Disorder (OUD), you may be eligible for SUD treatment services. Grant-funded programs help prevent and treat Substance Use Disorders and Opioid Use Disorders. They also provide early intervention services for HIV and tuberculosis. Call Member Services at: (866) 560-4042 (TTY 711) to learn more about what services may be available to you. If you meet any of the following criteria we may be able to help.
- Pregnant women/teenagers who use drugs by injection
- Pregnant women/teenagers who use substances
- Other members who use drugs by injection
- Substance using women/teenagers with dependent children and their families, including women who are attempting to regain custody of their children
- All other members with a SUD, regardless of gender or route of use

Mental Health Block Grant (MHBG) Services in Northern Arizona Services are Coordinated through Care1st Health Plan Arizona which is the Northern Regional Behavioral Health Authority (RBHA)
A Regional Behavioral Health Authority coordinates some services for members who are not eligible for Medicaid (Non-Title 19/21). Grant-funded programs provide mental health services to adults with Serious Mental Illness (SMI) and children with Serious Emotional Disturbance (SED). Call Member Services at: (866) 560-4042 (TTY 711) to learn more about what services may be available to you. If you meet any of the following criteria, we may be able to help.
- Adults (18+) with Serious Mental Illness (SMI)
- Children (17 and under) with Serious Emotional Disturbance (SED)
- Individuals experiencing a First Episode Psychosis (FEP)/Early Serious Mental Illness (ESMI)
